Counts are campus-level. One row per campus; phases and individual buildings roll up to their parent and are never double counted, and power assets, semiconductor fabs and company-wide programs are tracked but excluded from campus totals. Capacity carries a basis saying who states the figure: filed (a permit, utility or SEC filing), stated (the developer or the press) or estimated (modeled or inferred), with the date of the newest source behind it.
