Project description
Rubix (Submer Group) has a $55 million purchase agreement with Cleveland-Cliffs for the former AK Steel Ashland Works brownfield, planning a 2-gigawatt facility on the ~500-acre site (about 300 acres in Russell, 110 in Boyd County, 100 in the City of Ashland); the purchase deadline was pushed from Aug. 31 to Sept. 25, 2026, and Russell and Boyd County moratoriums run through December 2026. The Lexington Herald-Leader (2026-07-22) reported the campus as a $12 billion, 2 GW project.
