Project description
Rubix, part of Submer Group, has a $55 million purchase agreement with Cleveland-Cliffs for the former AK Steel Ashland Works brownfield. The site is about 500 acres, with about 300 in Russell, 110 in Boyd County and 100 in the City of Ashland, and Rubix plans a 2-gigawatt facility there. The purchase deadline was pushed from Aug. 31 to Sept. 25, 2026, and moratoriums in Russell and Boyd County run through December 2026. The Lexington Herald-Leader reported the campus as a $12 billion, 2 GW project on 2026-07-22.
