The Williston City Commission approved the master plan in March 2025 and the subdivision plat on March 25, 2025, but the site is still vacant because clearing title requires serving notice on more than 1,100 foreign investors. Critical Data House says the campus could be operational between October 2028 and January 2029 if the legal process closes by January 2027.
