Starwood says it is working with regulators and the community to find a pathway forward. Site Selection cites 432 MW IT per phase (864 MW total). The $10 billion cost is Starwood's total investment figure from its July 2025 town hall presentation (Spotlight Delaware, July 25, 2025); in October 2025 Spotlight Delaware reported company officials saying the facility could be worth $7 billion, and Site Selection's $9.7 billion figure is projected economic output. Starwood Digital Ventures filed two applications with New Castle County for an 11-building, 1.2 GW campus of 6 million sq ft on about 580 acres of PBF Energy land near Delaware City. Power would come from Delmarva's Red Lion substation. Construction was targeted for Q3 2026, with initial operations in Q2 2028.
