Nebius plans a 1.2 GW campus on ~600 acres at Highridge Business Park (I-81 and Gordon Mountain Road) with a dedicated energy service agreement with PPL: Phase 1 260 MW by October 2027, Phase 2 660 MW by January 2029, Phase 3 1,000+ MW by November 2029.
