Spotsylvania rezoned the 329-acre Cosner Tech site at 3901 Massaponax Church Road for 1.9 million sq ft in Oct 2023, and first-phase construction is underway. On 2026-06-01 DEQ permitted Amazon Data Services gen-sets for data center buildings IAD450 through IAD456 there.
